YouTube's Super Chat and Super Stickers help page sets out who can use the feature. You must live in one of the listed locations, meet YouTube's minimum requirements for fan funding, and accept the relevant commerce terms. Pakistan is not on the list. The list near it alphabetically runs Oman, Panama, Papua New Guinea, Paraguay, Peru.
Super Chat also switches off on certain streams even where it is available, including age-restricted, unlisted, private and made-for-kids videos, and streams with live chat turned off.
Can viewers in Pakistan send Super Chats?
The location rule on that page applies to the creator receiving the money. Whether a creator can take Super Chats depends on where the creator lives, so a channel run from Pakistan can't switch it on no matter where its viewers are.
The alternative: a tipping page with on-stream alerts
Super Chat does two jobs. It takes the payment, and it puts the message in front of everyone watching. A tipping page with an OBS overlay does both. Viewers open your link from chat, pick an amount in rupees and write a message, and it plays on your stream as an alert.
Pop A Lime goes further than a highlighted chat line. Messages can be read aloud in English or Urdu in a voice the viewer picks, or sent as a recording. Viewers can also send animated gifts and stream challenges.

How to set it up on a YouTube stream
You keep streaming to YouTube exactly as you do now. Add your Pop A Lime overlay URL as a Browser Source in OBS, pin your tip link in chat or your description, and alerts show up inside the video your viewers already watch.

Will Super Chat come to Pakistan?
YouTube hasn't announced a date. The availability list on YouTube's help page is the place to check. Until Pakistan appears there, creators in Pakistan can't enable the feature.
Can I use a VPN to turn on Super Chat?
Eligibility is based on where you live and on the payment and tax details tied to your account, not your IP address. Misstating your location breaks YouTube's terms and can put your channel's monetization at risk.
